Stickstoffdioxid-Immissionen sind ein kritisches Problem in urbanen Räumen mit hoher Verkehrsbelastung und dichter Bebauung. Die Förderung von Elektrofahrzeugen ist aufgrund der nicht vorhandenen Abgasemissionen eine der möglichen Maßnahmen zur Emissionsminderung. Wo und wann in einem urbanen Straßennetz die Effekte der Elektrofahrzeuge auf die lokalen NOX-Emissionen und damit zur Reduzierung der NO2-Immissionen zum Tragen kommen, ist dabei von besonderem Interesse. Diese Aspekte wurden in der vorliegenden Studie mit einer mikroskopischen Simulation eines beispielhaften Straßennetzes untersucht. Die Ergebnisse zeigen, dass die größten Reduzierungspotenziale in Spitzenstunden auftreten. Räumlich ist die höchste absolute Emissionsreduktion in Bereichen zu sehen, in denen die höchsten NOX-Emissionen erzeugt werden. Wesentliche Immissionsreduktionen sind ebenfalls in diesen Bereichen zu finden; jedoch stark beeinflusst von der Straßenschluchtgeometrie und den Umfeldbedingungen. In Abschnitten mit hoher Emissionserzeugung und enger Bebauung ist die Immissionsreduktion am höchsten; besonders bei ungünstigen Umfeldbedingungen (z. B. niedrige Windgeschwindigkeiten).

Nitrogen Dioxide concentrations are one of the critical problems in urban areas with high traffic volumes and high building density. As a result of not having exhaust emissions, electric vehicles are promoted as one of the possible measures for emission reduction. It is particularly interesting to investigate especially where and when in an urban area effects of electric vehicles on NOX emissions and thereby on NO2 concentrations can be observed. This study analyzes these aspects through a microscopic simulation of an example urban network. The results show that temporally the highest reduction potential is during peakhours. Spatially, highest reduction of NOX emissions (absolute) can be seen in the network sections where high amounts of emissions are produced. Similarly, NO2 concentrations are mostly reduced in these sections; however, they are highly influenced by the street canyon geometry and the environmental conditions. The highest reduction of NO2 concentrations were observed at network sections that are denselybuilt and where high emissions are produced, especially under unfavourable environmental conditions (e. g. low wind  speeds).

The new information sheet ‚Roadside trees‘ – reconciling road safety and the preservation of tree-lined roads?

Kaum ein Thema im Bereich des Straßenbaus ist dermaßen emotional beladen wie das Thema Bäume an Straßen. Eine Versachlichung und konstruktive Streitkultur ist vonnöten. Durch die Erarbeitung des Merkblattes Bäume an Straßen scheint dies endlich zu gelingen. Die Hauptargumente beider Seiten werden vorgestellt. Alleen und einseitige Baumreihen sind ein Teil des natürlichen und kulturellen Erbes vieler Regionen, für die der Straßenbau in besonderer Weise Verantwortung trägt. Sie beleben das Landschaftsbild und erfüllen vielfältige Aufgaben im Landschaftshaushalt und zur Erhaltung der biologischen Vielfalt. Darüber hinaus hat Straßenbepflanzung positive Auswirkungen auf die Straßenraumgestaltung, die optische Führung und die Stabilisierung des Straßenkörpers. Das Naturschutzrecht enthält zahlreiche Schutzinstrumentarien. Alleen sind aber nicht nur schön, sie können auch zu schweren Unfällen führen. Nach wie vor sterben zu viele Menschen durch Unfälle mit Aufprall an Bäumen. Die Reduzierung dieser Unfallzahlen ist ein wichtiges Anliegen des BMVI. Zu diesem Zweck wurden auch die Regelwerke ESAB und RPS erlassen. Die vorsichtige Annäherung der Positionen durch den Runden Tisch, die Parlamentsgruppe Alleen und die Gründung des gemeinsamen Arbeitskreises von FGSV und FLL zur Erarbeitung des Merkblattes Bäume an Straßen werden kurz dargestellt. Folgende grundsätzliche Fallkonstellationen sind zu unterscheiden.

1. Bestehende Bäume an Straßen – Ziel der Grünpflege ist es, durch regelmäßige und effiziente Pflege- und
    Unterhaltungsmaßnahmen sowie Erhaltung und Verjüngung der Bäume und Sträucher den Bestand der Grünflächen und
    damit deren Aufgaben und Funktionen dauerhaft zu sichern. In auffälligen Bereichen sind Maßnahmen zu ergreifen; erst als
    „Ultima Ratio“ steht das Entfernen von Bäumen.   Bei Baumaßnahmen sind die RPS anzuwenden, die Erhaltung der Bäume ist
    anzustreben.
2. Pflanzung neuer Bäume an bestehenden Straßen? Die Regelungen der RPS sind anzuwenden, das bedeutet: keine Bäume
    im kritischen Abstand ohne Schutzeinrichtungen. Bei 70 km/h und 4,50 m sind keine Schutzeinrichtungen erforderlich.
3. Neubau von Straßen mit Bäumen? Neue Bundesfernstraßen und Baumpflanzungen sind schwer in Einklang zu bringen. Aber
    es bestehen planerische Möglichkeiten, Baumreihen in sicherem Abstand vorzusehen.
4. Alleenentwicklung abseits der Bundesfernstraßen – Ist es nicht sinnvoll, Alleen an einer Straße dauerhaft zu erhalten, kann es
    sinnvoll sein, Alleen abseits der Bundesfernstraßen anzulegen. Hierfür eignen sich das nachgeordnete Straßennetz mit
    geringen Geschwindigkeiten, ländliche Wege oder Radwege. Zuletzt wird der aktuelle Stand der Arbeiten am Merkblatt
    Bäume an Straßen wiedergegeben. Die abschließenden Ergebnisse liegen noch nicht vor, aber es bleibt schon jetzt der
    Beginn einer neuen Gesprächskultur.

Hardly any subject in the field of road construction is as emotionally charged as the subject of roadside trees. It is vital that the issue is addressed objectively and that a culture of constructive debate prevails. At last, both these things seem to be happening during the drafting of the new information sheet entitled 'Roadside trees'. This paper outlines the main arguments on both sides. Roads that are lined with trees either on both sides (avenues or tree-lined roads) or on one side
are part of the natural and cultural heritage of many regions in Germany. The road construction sector has a very special responsibility in this respect. These trees make the landscape more varied and fulfil a variety of tasks both within the landscape itself and in helping to maintain biological diversity. In addition, the planting of trees and bushes along roads has a positive impact on the design of the road and roadside environment, visual guidance, and the stabilisation of the road itself. Nature  conservation laws contain numerous protective instruments in this respect. However, roads that are lined with trees on both sides are not only beautiful, they can also lead to serious accidents. Too many people are still dying as a result of accidents involving collisions with trees. The Federal Ministry of Transport and Digital Infrastructure (BMVI) considers it a priority to reduce the number of such accidents. This is why it issued the regulations ESAB (Recommendations regarding the prevention of accidents involving collisions with trees) and RPS (Guidelines for passive protective devices on roads). This paper briefly outlines the careful rapprochement achieved by the Round Table, the Parliamentary Group on Tree-lined Roads (Avenues), and the foundation of the joint Working Group on Roadside Trees by the German Road and Transportation Research Association (FGSV) and the German Landscape Development and Landscaping Research Association (FLL). It is important to differentiate between the following basic scenarios:
1. Existing trees along roads – The objective of landscape management is to maintain green spaces by taking regular, efficient
   management and maintenance measures as well as conserving and regenerating trees and bushes, thereby ensuring that they
   can fulfil their tasks and functions in the long term. Measures must be taken in areas with obvious challenges; the removal of
   trees is a last resort. The Guidelines for passive protective devices on roads (RPS) must be applied during construction
   measures; the preservation of trees should be aspired to.
2. Should new trees be planted along existing roads? The regulations in the Guidelines for passive protective devices on roads
    (RPS) must be applied. This means that no trees may be planted in the critical zone without protective devices. On roads with
    a speed limit of 70 km/h and a distance of 4.5 m, no protective devices are necessary.
3. Planting trees along new roads? It is very difficult to reconcile the construction of new federal trunk roads and the planting of
    trees along such roads. It may, however, be possible to plant rows of trees at a safe distance from the road.
4. Developing avenues outside the federal trunk road network – In those cases where it does not make sense to maintain
    trees on both sides of a road in the long term, it may make sense to plant lines of trees along roads outside the federal trunk
    road network. Suitable roads in this context include the subsidiary road network, i.e. roads with lower speed limits, rural roads,
    or cycle tracks.This paper also provides information on the current status of work on the information sheet 'Roadside trees'.
    Although the work on this new information sheet has not yet been completed, a new culture of discussion is already in place.

Abschätzung des Einsparpotenzials von NOx-Belastung durch die Modellierung der substituierbaren Verkehrsleistung konventionell betriebener Fahrzeuge

Estimating the savings potential of NOx pollution by modelling the substitutable vehicle kilometres of conventionally powered vehicles

Den Aufzeichnungen des Umweltbundesamtes zufolge wurde die Belastung in Deutschland mit NOX-Emissionen zwischen den Jahren 1990 und 2016 um 58 % reduziert (UBA 2018). Trotz dieser Reduktion kommt es standortabhängig weiterhin zu Überschreitungen der seit dem 1.1.2010 geltenden Grenzwerte (2008/50/EG), die zu  umfangreichen Klagen der Umwelthilfe gegen Städte und Kommunen führen. Da der Verkehrssektor mit ca. 40 % als Hauptverursacher der Emissionen angegeben wird (UBA 2017; UBA 2018), stellt die Elektromobilität einen Ansatz dar, die Luftbelastung weiter zu verringern. Um den Zusammenhang zwischen der Förderung von Ladeinfrastruktur bei Arbeitgebern, der Verbreitung von Elektromobilität und der Reduzierung der Stickoxidemissionen zu ermitteln, dient das Forschungsprojekt „eMIND“, bei dem die Abschätzung des Einsparpotenzials von Stickoxidemissionen durch die Modellierung der substituierbaren Verkehrsleistung konventionell betriebener Fahrzeuge
analyisiert wird. Als Grundlage sollen unter anderem existierende Modellansätze zur Ermittlung der durch den Straßenverkehr entstehenden Stickoxidemissionen, die Methodik STELLA zur Abschätzung des erwarteten Ladebedarfs sowie real erhobene Datensätze zum Ladeverhalten dienen. Dazu wird eine Analyse dieser Ansätze  insichtlich ihrer Anwendbarkeit im Kontext der Forschungsfrage durchgeführt.

According to the records of the German Environment Agency, NOx emissions in Germany were reduced by 58 % between 1990 and 2016 [UBA 2018]. Despite this reduction, depending on the location, the limit values [2008/50/EG] that have been in force since January 1st 2010 are still exceeded, which leads to extensive complaints by environmental aid against cities and municipalities. As the transport sector is identified as the main cause of emissions with about 40 % (UBA 2017; UBA 2018), electric mobility represents an approach to further reduce air pollution. The research project "eMIND" is used to determine the relationship between the promotion of charging infrastructure among employers, the spread of electromobility and the reduction of nitrogen oxide emissions, in which the assessment of the potential savings of nitrogen oxide emissions is analyzed by modelling the substitutable vehicle kilometres of conventionally powered vehicles. As the basis of the analysis, existing model approaches to determine the nitrogen oxide emissions caused by road traffic, the STELLA methodology to estimate the expected charging needs and real data sets on charging behaviour are used. For this purpose, an analysis of these approaches is carried out with regard to their applicability in the context of the research question.

 

Fußwegeachsen- und Kinderwegekonzept als Planungsgrundlage zur Fußverkehrsförderung

Promoting Walking in Kiel: A Plan for Footpaths and Children‘s Pathways

Durch den Verkehrsentwicklungsplan 2008 (VEP) wurde die Verwaltung beauftragt, ein Fußwegeachsen- und Kinderwegekonzept als Planungsgrundlage ähnlich den Hierarchien im Straßennetz und den Velorouten im Radverkehr flächendeckend für das gesamte Kieler Stadtgebiet zu entwickeln. Seit 2011 wird kontinuierlich an der Entwicklung gearbeitet. Mit dem Fußwegeachsen- und Kinderwegekonzept will die Landeshauptstadt Kiel den Fußverkehr systematisch fördern und den Nachholbedarf schrittweise reduzieren und eine Planungsgrundlage zur systematischen Förderung des Fußverkehr erstellen. Die „Standards für die Fußwege“ bilden Grundlage für die Mängelbewertung von Fußwegen und wurden als allgemein gültige Richtschnur und Zielvorgabe auf Basis von Vorschriften und Richtlinien entwickelt und durch die Gremien der LH Kiel beschlossen. Die Fußwege- und Kinderwegeachsen werden in Allzeitwege, Freizeitwege und Kinderwege unterteit. Arbeitskreise und Beiräte sind an der Entwicklung der Fußwegeachsen beteiligt. In den Stadtteilen werden mehrere Planungsspaziergänge für EinwohnerInnen durchgeführt. Die Beteiligung von Schulkindern wird mit einem „Wegetagebuch für Kinder“ in den Unterricht integriert. Die Ergebnisse werden in Form von Berichten veröffentlicht und das entwickelte Fußwegeachsennetz sowie die Handlungsschwerpunkte den städtischen Gremien zum Beschluss vorgelegt. Mit dem „Programm zur Förderung des Fußverkehrs“ wird die gezielte Umsetzung der aus den Handlungsschwerpunkten abgeleiteten kleinteiligen Maßnahmen finanziert. Es stehen in der Regel jährlich ca. 250.000 € für Maßnahmen wie Fahrbahnverengungen, Fahrbahninseln oder Befestigungen von Gehwegen etc. zur Verfügung.

The Traffic Development Plan (VEP) 2008 stipulated the drafting of a 'Plan for Footpaths and Children's Pathways' for the entire city of Kiel that could be used as a basis for planning and would prioritise work in a manner similar to that used for the road network and bicycle routes. Work on the development of this plan has been ongoing since 2011. With its 'Plan for Footpaths and Children's Pathways', Kiel – the capital of the northern German state of Schleswig-Holstein – seeks to systematically promote walking, gradually reduce the backlog of work in this area, and draw up a blueprint for the systematic promotion of walking. The document entitled 'Standards for Footpaths' was used as the starting point for the quality assessment of footpaths. These standards were developed on the basis of existing standards and specifications and guidelines and were intended to be both a generally applicable guide and a target. They were approved by the authorities of the City of Kiel. Footpaths and children's pathways in Kiel are divided up into so-called 'permanent access paths' (i. e. paths that are accessible and can be used around the clock, all year round, and in all weather), 'leisure paths', and 'children's pathways' (i. e. footpath routes used by children on a regular basis). Working groups and advisory councils are involved in the development of this network of footpaths. In the various parts of the city, 'planning walks' are being organised for residents. Schoolchildren are also involved in the process by getting them to keep diaries on the paths they use. This work was done in class. The results will be published in the form of reports. The resulting network of pathways and the main actions that need to be taken will be presented to the various departments of the city for decision. The plan will be implemented by taking the small measures derived from the list of actions that need to be taken. These measures will be funded by the 'Programme for the Promotion of Walking'. As a rule, approximately € 250,000 is available every year for measures such as road narrowing, traffic islands, or the paving of footpaths.
